实施方案
为进一步贯彻落实《上海市中长期教育改革和发展规划纲要》和《虹口区教育事业发展“十二五”规划》，积极申报参加“上海市中小学（幼儿园）中青年骨干教师团队发展计划”，鼓励区内有志于在教育教学领域有所作为的骨干教师潜心进行教育教学的实践探索和理论研究，建设学科高地，创新优秀教师发展模式，提升教师队伍整体水平，持续推进虹口绿色生态教育，现正式启动虹口区中小学（幼儿园）中青年骨干教师团队发展计划，具体实施方案如下：
一、指导思想
“打造专家型的教育团队”是虹口区践行绿色生态教育、创建绿色生态学校的主要路径之一，也是虹口区“十二五”教育转型发展的重要任务。配合上海市教委实施的“上海市中小学（幼儿园）中青年骨干教师团队发展计划”，虹口区教育局围绕加强教师队伍建设、提高教育教学质量的要求，以提高教师的教育实践智慧与能力为核心，从区级层面特别推出“虹口区中小学（幼儿园）中青年骨干教师团队发展计划”，为区内优秀教师的专业发展提供全方位的支持与保障，创新教师管理体制机制，助力虹口教育的改革与创新。
二、工作目标
1. 突破传统教师培训的单一模式。为中青年骨干教师搭建开展教育教学特色创建、引领学科教学实践改革与理论创新的平台，通过立足于第一线的研究、试验与实践，创设教、研、修一体化的多元培训模式。
2. 突破教师专业发展的高原期。通过项目引领，在任务驱动、团队协作、完成项目的过程中，实现团队成员的自我发展，进一步激发骨干教师的内在潜能，提高业务技能，跨越职业瓶颈，提升团队在专业领域的话语权和知名度。
3. 突破教育改革的重难点。团队从专业特长出发，总结经验，整合资源，对目前教育教学存在的实际问题开展行动研究，研发在市区级层面具有影响力、实践意义和推广价值的成果，攻坚克难，推动教育发展。
三、基本条件
（一）团队的成员
1. 团队成员须热爱教育事业，师德优良，治学严谨；
2. 团队成员中45周岁以下的中青年教师应不少于三分之二；
3. 团队设领衔制度，原则上由一人领衔，领衔人应具有较高的学术造诣、实践创新和协调能力，一般应为市区（县）骨干教师及学科带头人，或市“双名工程”学员等。
4. 每个团队成员5人左右，团队成员可以同校，也可以跨校或跨区。
5. 团队可以聘请同领域资深专家和大学教授各1人为顾问。
（二）团队的定位
1. 团队应是在长期合作基础上形成的实践研究集体，具有相对集中的研究领域和共同感兴趣的实践探究主题（参照附件1的选题建议）；
2. 团队具有合理的专业和年龄结构；
3. 团队的学术水平在同行中具有较为明显的优势，教育教学实践工作已取得一定业绩，在本领域本学段学科的教科研已取得一定成果。
（三）团队的目标
团队发展应以学习型组织建设为理论导向，以提高团队成员专业发展水平为目标，以行动研究项目为载体，以解决教育教学一线实践问题为原则，体现团队的互动激励、交流切磋、合作分享、示范辐射等功能，注重团队成员的协同发展。
（四）团队的计划
团队需明确提出要着力解决的教育教学实践中的具体问题，并形成切实可行的项目实施方案，须有明确的实践研究方向、清晰的阶段目标、具体的实践研究措施、有效的团队发展成果。
注：仅申报区级“团队发展计划”的团队基本条件可适当放宽。
四、申报流程
“团队发展计划”采取教师自愿组团申报，或同行专家举荐，或领衔人所在区县（有关单位）推荐，区级评审的办法，进行遴选。
（一）送报市级“团队发展计划”
中青年骨干教师根据项目选题建议（附件1），自行组团申报，填写《中青年骨干教师团队发展计划》（附件2），在规定时间内交至虹口区教师进修学院师训处，由师训处汇总后由领导小组统一选择送报市教委。通过市级评审和公示的团队列入市级“团队发展计划”范围。
（二）评审区级“团队发展计划”
1.未通过市级评审的团队自然列入区级“团队发展计划”。
2.其他申报团队列入区级评审程序，通过区级评审和公示的团队列入区级“团队发展计划”。

由高校学术专家、基础教育学科专家等组成的专家组对各个团队递交的申报材料进行初审。
2. 面试答辩
通过初审的团队领衔人进行现场答辩，由专家组综合评审得分和面试情况，出具评定结果和意见。
3. 结果公示
虹口区教育局对经评审通过的教师团队进行公示。公示无异议后，正式列入区级“团队发展计划”范围。
五、项目评估
（一）阶段评估
专家组每年对列入“团队发展计划”范围的团队进行阶段性考核评估，对团队发展氛围好，成果明显的团队予以奖励；对不能正常实施“团队发展计划”、无行动研究的团队不再予以资助。
（二）成果鉴定
资助期结束后，由专家组对团队成员的发展成果和项目成果进行最终鉴定。
1. 团队及成员发展成果
（1）团队领衔人按年度撰写《中小学（幼儿园）中青年骨干教师团队发展计划年度进展报告》；
（2）团队成员撰写《中小学（幼儿园）中青年骨干教师团队发展计划年度小结》；
（3）团队及团队成员发表或出版与本计划有关的论文、著作、学术报告等。
2. 项目成果
（1）团队所研究的项目需在规定时间内取得一定成果，如论文、调查报告、专著、教学案例集、课堂系列录像、学科作业指导手册、学科评价方案等；
（2）团队需将项目成果以市级或区级教师培训课程的方式进行呈现。
六、管理与保障
（一）组织管理
虹口区教育局成立“虹口区中青年骨干教师团队发展计划”领导小组，总体负责方案设计、团队遴选、宣传推介等工作；下设工作小组具体负责过程管理、学术交流、服务保障等“团队发展计划”的日常工作。
