摘 要：高校后勤的改革要与高校的改革发展相适应，要与国情、校情相适应。结合对云南省某高校后勤保障工作发展状况及体系建设情况的分析可知，目前我国高等学校后勤保障体系建设总体上滞后于高校的改革发展，管理人员整体素质不高，缺少科学的绩效评价体系及利益分配制度，基础性制度建设较弱，缺少后勤保障体系的管理路径创新。要构建符合国情与校情的新型后勤保障体系，需积极推动后勤的改革发展并使之与学校改革发展相适应。通过引入竞争机制，提升管理人员素质，建立科学的绩效评价体系及利益分配制度；通过制度建设为后勤发展提供基础保障；通过加强监督与饮食管理、开放后勤市场、推进能源检测平台建设等，创新构建新型后勤保障体系的路径。专业化社会企业将是高校后勤发展的基本趋势，其面临的公益性与市场化矛盾及人才素质问题，可通过市场化、将人才事务日常化来预防解决，并建立起科学的后勤服务评价制度。

The Construction of Supporting the Development of Universities Logistics System：Taking a University in Yunnan Province as an Example

Abstract：The reform of university logistics should adapt to the reform and development of colleges and universities， and to the situation of the country and the school. Take Yunnan Province as an example， a university logistics work development status and system construction of analysis shows that higher school logistics system construction overall at present is left far behind the reform and development of colleges and universities； Because of the weak system construction and the lack of construction of a new logistics system path of innovation， the overall quality of management personnel is relatively low for lack of scientific performance evaluation system and the interests of the distribution system. To build in line with the national conditions and the condition of the school of new logistics system， it is necessary for the universities and colleges to actively promote the reform and development of the logistics and to adapt to the reform and development of the schools. The introduction of competition mechanism can promote the quality of management personnel， establish a scientific performance evaluation system and distribution system； the system construction for logistics development can provide the basis for security； strengthening supervision and diet management， and opening the market of logistics can promote energy detection platform construction， and build a new innovative logistics system path.

高等学校后勤工作是高校的一项基础性和保障性的工作，是高等教育事业必不可少的重要组成部分，是保障高校人才培养各项任务的工作机构。学校通过后勤提供水电、餐饮、交通运输、物业管理、幼儿教育等不可缺少的基础工作，才更好地保障了学校教学活动、科研活动和管理活动的正常进行，从而实现高等学校的职能和使命；高校后勤还肩负着“管理育人、服务育人”的崇高使命，承担着维护校园安全稳定、促进校园和谐的重大责任。后勤的发展必须与学校的发展相适应，后勤的改革必须适应社会主义市场经济和我国高等教育改革发展的新形势，深化后勤社会化改革，构建与高校发展相适应的新型后勤保障体系，对促进学校的发展具有十分重要的意义。后勤改革只有自觉适应高等教育改革的新形势，理清后勤改革思路，才能够实现后勤社会化改革的新突破，只有重视研究国情、校情，不搞一刀切，也不盲目照搬套用，才能够建成与学校改革发展和建设目标相适应的新型高校后勤保障体系。
